The TCS model for KM3 is available in the KM3 plugin:
http://dev.eclipse.org/viewcvs/index.cgi/org.eclipse.gmt/AM3 /org.eclipse.gmt.am3.dsls.km3/src/org/eclipse/gmt/am3/dsls/k m3/resources/KM3-TCS.ecore?revision=1.1&root=Technology_ Project&view=markup

Note that KM3-TCS.ecore is the injected version of KM3.tcs, not KM3.tcs
itself, but it contains the same information, and you may even extract
it to KM3.tcs by using TCS.tcs (or TCS-TCS.ecore).

KM3.tcs should be put online soon.

Where can I find TCS.tcs or TCS-TCS.ecore? And how would I use them to
create KM3.tcs from KM3-TCS.ecore?

Good question! It does not seem that TCS-TCS.ecore is online yet.
It should (or at least TCS.tcs) be put online soon.
