Look at the bug it is depending on, which is blocking it right now:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=217196

You can already help translate the BPMN modeler by translating the
framework it uses, ie GMF, EMF, GEF and the Eclipse platform on the
Babel website.
