I'm not quite sure what you question is. With SSH, the user and group
values are based on what you would get from doing an echo $UID and echo $GID
in the shell.

Where in RSE or otherwise do I define what the ownership and rights are
set to, when I use RSE to create or import files or folders?

I believe the ownership and rights should be set to whatever it would be set
to if you tried to create a file from an SSH shell (i.e. via touch) under
the userid that you connected with. RSE does not explicitly change the
rights or ownership after a file has been created on a host.
