Is it possible to package plugin as part of Eclipse IDE installer so that all standard plugins are installed as part of IDE installation?

The installer installs what's defined in the product setup and you can define your own such setups:

In the end, what's installed is defined by p2 director tasks and it's also possible to define such tasks in the Installation of a Configuration which you could drag and drop onto an installer to install a specific existing product along with specific additional plugins and features:
