When there is a vehicle stopped in the middle of the road (e.g. lane 1). Is there a way to move vehicles coming onto lane 1 to change to lane 3 immediately? The car following model in SUMO allows the vehicles to change lanes but it still causes congestion on the road. Trying to remove the congestion and get the vehicles to change lanes earlier rather than later.

Tried using changeLane but it did not work.
