How to make multi user work on 1 server [message #1847336]

I have installed eclipse (version: 2021-09 (4.21.0)) on Windows server 2016 use administrator account.
now other user login the server open the eclipse will display error. and can't install plugin. how do i config to make everyone can install their owner plugin?

Error message:
org.eclipse.oomph.util.ReflectUtil$ReflectionException: java.lang.IllegalStateException: Profile not locked due to exception: C:\tools\eclipse\p2\org.eclipse.equinox.p2.engine\profileRegistry\epp.package.jee.profile\.lock (Access denied。)

Did you install using the installer or by unzipping a packaged download?

i use unzip package. not the install.

Normally, as long as the installation folders ares fully read-only, a surrogate installation/profile is created in the user's home folder...
