I am trying to install 2021-09.

when prompted, I check the boxes to create start menu items and desktop shortcuts.

Install runs, no issues that I can see but no start menu items are created or desktop shortcuts

The file I am using is eclipse-inst-jre-win64

any thoughts on what is going wrong?

I'm on Windows 10 as well and it just works for me. It took me 10 minutes to figure out how to remove the item from the start menu afterwards. You mentioned checking the boxes, but they are checked by default so I assume you didn't uncheck them, right?
