Dear Sir/Mrs.
I have iinstalled the Eclipse Version 2021-09(4.21.0).

The help menu does not include:
1. Check for update.
2. Install new software.

I downloaded the latest Eclisped version from https://www.eclipse.org/downloads/.

I installed in the folder: /opt/eclipse-parallel

I assume you are on Linux and that you used the installer. To install to /opt you probably use "su" to temporarily have write permission there. But the installer by default uses a shared bundle pool and by default that's in your home folder in ~/.p2/pool. So you probably ended up with a strange combination of an installation that is read only but is using a shared bundle pool that is not read only. Please read the details here and decide if you want to have a shared read-only installation or if you want to have your own personal installation:
