I am very new to this tool doing R&D for my organization. Trying to get installed birt report designer, but not able to get installed. Getting error

Location to download the 64 bit install file eclipse-reporting-kepler-SR1-win32-x86_64.zip is here

Installed JDK 64 bit

You're trying to run an ancient version of Eclipse on the most recent release of Java. You might get it to work if you add this line to the end of your eclipse.ini:
--add-modules=ALL-SYSTEM
Or you can direct it to use Java 1.8 using a line like this at the beginning of the eclipse.ini:
-vm
C:/path to bin folder of a Java installation/bin
