I am running into the issue of trying to download Mars or Luna. It won't let me download them anymore and I was wondering if this means that they won't be available to download again?

Mars is, at best, over 5 years old at this point. Luna is even older. You really shouldn't be using it any more.
You can find older releases using archive.eclipse.org, but please use the current, supported, release instead.

Someone else complained a while back in a similar way, but this page has all the older builds:

https://www.eclipse.org/downloads/packages/release

And even if it's just downloads for the Eclipse project's builds, those are all available as well here:

http://archive.eclipse.org/eclipse/downloads/

So, every time that you go to try and download (even from the archive) you get an error that is similar to not able to find the port- or it won't automatically download. There is an option to click download here, but it still doesn't do anything.
