Cannot Get Eclipse File To Open As Normal User. However when we run Eclipse as an administrator we can see the file just fine.

Is this a file that's openable by a normal user outside of Eclipse?

The file can be opened by a normal user. It does not display anything when Eclipse is opened normally. However when Eclipse is launched as an administrator the file displays the data.
