The same happens on both Windows-10 and MacOS Mojave installs.

That resource actually exists though. I.e., it works my in a browser and when I test this right now locally. Does it work in your browser(s). Perhaps a temporary server problem or a network problem on your side? I can see that thousands of users already installed 2020-12 successfully...
