Eclipse 2020-9 IDE behavior on one PC is different and incorrect [message #1832479]

I use Eclipse (Mars.2) for everything for the past few years
Got a new PC copied eclipse onto it ( including JRE ) now eclipse duplicates menu item actions

eg make a new folder I get two new folder dialogues
index.php/fa/38934/0/

delete a folder I get two delete folder dialogues
index.php/fa/38933/0/

Downloaded eclipse 2020-9 C/C++ for windows
same behavior, so it looks like a PC specific item... What would cause this?

Tested on two PCs it only happens on one of them
both new PCs Where should I start looking to resolve

This has been posed to stackoverflow too.

That's very strange. It's as if the event is posted twice. But given it's a menu event, I can't imagine what might cause that to be processed twice. :-(
