Eclipse ide 32 bit . i can't install in windows 7 32 bit

I guess you figured out that 2018-09 was the last 32 version of Eclipse. You might try using the 32 bit installer:

https://www.eclipse.org/downloads/download.php?file=/oomph/epp/2018-09/Ra/eclipse-inst-win32.exe

It will try to find a 32bit JVM on your system. You'll need a 32 bit version of Java 8 installed on your system for the installer to work and to install a 32 bit Eclipse IDE.
