I can't see Install new software and Marketplace in HELP, This is showstopper for me. I debugged in many couldn't find any resolution.

Is this the current release? If not, the first thing to try is with the current release. How was this one installed?

Eclipse Java EE IDE for Web Developers.

Version: Oxygen.3a Release (4.7.3a)
Build id: 20180405-1200

Its was installed internally App store, it was working fine The issue started Once i restarted the computer.
