Since I have been experiencing this issue off and on for years(!) I feel an urge to share.
I do not expect solution , perhaps the usual "post bug " or "post this somewhere else".

I have a large C++ project under construction.
It has became very annoying to have to do AFTER each edit

"save all"
Build Project ( no need to "Refresh")
Run as TCF configuration

The ONLY "automation" I have figured out is "Refresh". It actually works ALL the time!

The "save before build" does not work - apparently TCF is not included .

Are the files not being saved in different projects? Then you are probably suffering from https://bugs.eclipse.org/bugs/show_bug.cgi?id=355984
If so, please update the bug according to the instructions in the last comment of it.
