I'm using Version: 2019-03 (4.11.0), Build id: 20190314-1200 for C++ development and debugging. When I open up the 'Debug Configurations' window I don't see an 'Environment' tab. There doesn't appear to be an option in the 'Launch Configurations' to add it.

Could someone please let me know how I can add this?

It's generally best to ask about C/C++ tools on the CDT forum:

I wonder which type of launch configuration you're looking at. Certainly the "C/C++ Application" launchers each have an environment tab for me...

Thanks, I'll go ask the question over there.
In response to your question, it is the 'Remote Application'. Maybe the 'Environment' tab isn't available there.

That's what I suspected. After all, if it's remote, then you just connect to it and the environment it has is the one it was already launched with remotely....
