Cannot use Eclipse Desktop link [message #1796824]

After new install of OS I cannot execute link to Eclipse placed on Desktop.
Works fine when executed from installed folder.
See attached file for error message.
Help will be greatly appreciated.

Found a hack.
Downloaded an official Eclipse 3.x which added current Eclipse Oxygen workspace to desktop "tool bar".
Now Eclipse Oxygen starts just fine.
