i want to download the .rptdesign file just like microsoft office files when the link is clicked

e.g. excel files when have link can be downloaded like this :
<a href="ms-excel:ofv|ofc|u|file://///D:/Users/abc/Desktop/sample.xlsx" target="_blank">sample excel file</a>

Here uri scheme(ms-excel) is similarly i want to have uri scheme for .rptdesign file so that i can have something like this to download the file :

<a href="URI_SCHEME_FOR_RPTDESIGN:|file://///D:/Users/abc/Desktop/sample.rptdesign" target="_blank">sample rpt file with uri schema</a>
