This link used to work, but now its no longer accessible:

In fact, if you go to http://archive.eclipse.org/webtools/downloads/ you will see an error on the page.

Any alternatives that I can use?

Note too that the best place to report WTP website / releng issues is here [2], as I don't generally monitor the forums.

Note too that the last release for Oxygen is R3.9.5 [3] (not 3.9.0.M5) and that according to the WTP retention policy [4] we don't archive milestones after an R build is released. Rather, we delete them and strongly encourage users to use the Releases, rather than the milestones.
