I think IEC61499 can also be used in distributed discrete manufacturing, but lack theoretical basis.

So, why it is for distributed industrial process measurement and control systems ?
and Is IEC 61499 is suitable for distributed discrete manufacturing?

IEC uses the term "process measurement and control systems" in the more general sense for measuring and controlling any technical process. This should not be mistaken with the continuous or batch process automation in detail.

IEC 61499 has been experimented with or used in a many different systems. I currently remember the following: Building automation, continuous and batch process automation, discrete manufacturing, machines, logistics, robotics, energy generation, energy distribution, closed loop control, ship board automation, aerospace ...

And I guess there are many more.
