I noticed with the latest version of Eclipse, it looks like desktop users have been thrown under the bus, as Eclipse now has scrollbars that disappear when you stop interacting with them (presumably for mobile or tablet users).

I don't like this. When I'm debugging something in Eclipse I've already got enough problems and I don't need to have to mouse over the scrollbar to get it to appear.

I looked in preferences but couldn't see anything about scrollbars. A web search reveals a similar question, but in a very old version of Eclipse and the answer appears to no longer be valid.

How do I get windows that are scrollable due to content exceeding visible space to ALWAYS show scrollbars so I don't have to waste more of my time wiggling the mouse to make them visible?

This sounds more likely to be a behavior of your operating system. Certainly for me on Windows 7 I do not see such behavior. Which operating system are you using? Does it's desktop have a preference for this behavior or was it thrown under the bus?

I'm using OpenSUSE 42.3 Linux (with KDE 5), and no other app has this behavior - just Eclipse. The konsole app, emacs, and xterm, and even Firefox and Chrome all have permanent scrollbars. So Eclipse is doing it differently.

Could Eclipse be somehow thinking linux is a mobile platform?

Eclipse is using SDK which uses GTK under the covers, so perhaps a problem at that level. Perhaps you could try switching between version 2 and 3: https://coffeeorientedprogramming.wordpress.com/2014/10/27/how-to-tell-if-you-are-running-eclipse-on-gtk2-or-on-gtk3/
