I am running Eclipse Mars Java edition (which came with WindowBuilder) and I'd like to upgrade. However the neon and oxygen java editions don't include WindowBuilder and there appears to be no offline installer (zipped update site).
I can't run eclipse on my internet connected PC so I can't use the update site.
Does anyone know of an eclipse neon or oxygen edition containing WindowBuilder or alternatively where I can obtain an offline installer.

Neon

Got the neon one. The oxygen link doesn't work.

sorry, it should be
http://download.eclipse.org/windowbuilder/WB/integration/4.7/repository.zip
How do I get it?
Usually I go to page
http://download.eclipse.org/windowbuilder/WB/
then click on "Show Directory Contents" link and explore the directories.
