Babel for projects which are not part of the release train? [message #1781578]

Seems that babel currently only supports projects on the release train. Is this a required restriction or can other projects host their language packs on babel, too?

It's not a requirement. Projects on the release train are just more popular. Other Eclipse projects are welcome to join Babel. See http://babel.eclipse.org/babel/importing.php for more information.
