trouble upgrading oxygen, rolls back to neon 3? [message #1781145]

I am having a heck of a time upgrading. I started out using neon 2. I followed the direction on http://wiki.eclipse.org/FAQ_How_do_I_upgrade_Eclipse_IDE%3F

upgrades me to oxygen as expected, how ever I seem to be in some strange loop of restart, upgrade. the upgrade reverts me back to Neon 3. I keep getting this strange pop any idea how to fix this issue?

Hopefully the attached screen shot is visiable

I am guessing I have a package that can not be upgraded. Is there some way for me to figure out what packages are having trouble and just remove them?
