So I was told that Oomph Preference Recroder should do it. But I'm not sure about this.

I also read somewhere that it was not an option on Eclipse itself and you had to go around a hacky way exporting and importing some settings.

What is the best or easier way to do it?

It's not really hacky to go through the Export/Import Wizard from the File menu. The selection for Preferences is in the General section.
