Just downloaded the new Eclipse 4.8.0 M4 for Java developers and after searching for updates it offered me A patch for JDT from Object Teams. I changed nothing and just started the bare Eclipse IDE (ie., there is no OTJ installed right now).

I think I can recall that there once was a "bug" where something OTJ has been offered as update that should not be. Is this also the case now?

The downloaded patch: Object Teams Patch for JDT/Core 2.7.0.201712091238

You're right this had been https://bugs.eclipse.org/350133 which was resolved as of Luna M7.

Looking at current meta data and comparing against previous versions, the fix for said bug seems to be broken.

Taking a gander at current meta information and looking at against past adaptations, the fix for said bug is by all accounts broken.
