It appears you're trying to install using a bundle pool location where you don't have write access:

file:/C:/Users/Administrator/.p2/pool/

I'm not sure how you got into this situation. You can avoid using a bundle pool or change the location of the bundle pool via the menu in the upper right corner of the installer.
