I've read a bunch of the forum posts, mailing lists, and looked at issues both open and closed. It looks to me that jgit has some support for pushing and pulling of files that are already tracked (with lots more coming!) But there's no actual support, current or planned, to replace "git lfs track". Is that accurate?

I am not aware of anyone working on this. Though this doesn't exclude someone steps up to implement this.
