I have downloaded windows 64 bit eclipse installer from this location.

After selecting the "Advanced Mode", I did not see the option to keep the installer in a permanent location.

What should I do so that I get the dialog to specify the permanent location? I tried on different machine and I did see the same dialog.

It's stored as a configuration scoped preference. Maybe if you clear the contents of the TMP folder (which is where the installer self-extracting installer will be unzipped) it will work, i.e., clear the contents of C:\Users\<your-account>\AppData\Local\Temp

Late answer for later reference:
If your Windows user name is longer than 8 characters,
(or, for some other reason, your TMP environment variable contains a shortened "8.3" file syntax, e.g. "USERNA~1")
you may suffer from https://github.com/eclipse-oomph/oomph/issues/27 which just got fixed recently.
