Within Eclipse project, how to switch to Database Development perspective?

In the upper right of the Eclipse window (at least by default) is the control for switching between perspectives, and right before that is the button for creating new perspectives that are not already opened.

See the box highlighted in the top right with "Java" in it? That means you're currently in the Java perspective. The button just to the left of that (with the little + on it), that's the button for opening a new perspective. Of course you could discover this by hovering over the button and see that it says "Open Perspective"...

It seems to me you need to install something first, e.g., perhaps like described here https://wiki.eclipse.org/Scout/Tutorial/3.8/Database_Development_Perspective or as answered here https://stackoverflow.com/questions/7923041/i-dont-have-database-development-perspective-in-eclipse-java-se-ide
