I am currently running Crouton on a Chromebook and I now have eclipse installed by using the apt command. However, it is only giving me version 3.8.1. I have a 32 bit CB5-311 Chromebook and would like to know if it is even possible to have a better version of Eclipse. Thanks.

The normal way to install the latest released version is to get it from https://www.eclipse.org/downloads/ which is currently Oxygen. You can either download and run the 32 bit installer or download an unpack a 32 bit package from https://www.eclipse.org/downloads/eclipse-packages

Except eclipse.org doesn't build for ARM. I'm afraid OP either would have to build it themself or try and get their distribution to stop shipping a 5 year old release that's been superseded at least 5 times.

Can you install from the official installer? i understand this is one of the proper ways to install eclipse, using their own installer.
1- download the installer: https://eclipse.org/downloads/
2- decompress it example: tar xf installername.tar.gz
3- cd to its directory: cd eclipse-installer
4- run it WITHOUT sudo, i understand it can be runned with sudo but then you will need to run as administrator always: ./eclipse-inst
5- the installer will open and show a yellow ! on the right hand corner or on the sandwich menu botton. Its there because its telling you to upgrade. do that.
6- close after upgrade.
7- install normally following the instructions of the official installer. With or without sudo, your choice. Again its not necessary to install or run as administrator: ./eclipse-inst
8- keep calm and follow instructions.

if you run as administrator remember to keep using the /opt/ folder instead of your home or root folder. sudo should only be used for multiple users, probably not your case.

9- finally you will need to create a link to your program, why this is not already included no one knows.

This process will install the latest Eclipse on your system.
