I found that if you install the papyrus component "SysML 1.1 to SysML 1.4 Migratioin Tool" then you get the option to create a new model with the System Engineering SYSML context.

When creating the model Eclipse reports a missing internalblockdiagram.css file was reported.

Is this a problem?
