Can someone please explain if it is possible to control the BIRT Report Engine logging using:

org.eclipse.birt.level=OFF

In the logging.properties file? If not, why?

At the moment logging is being controlled by: org.eclipse.birt.report.engine.api.EngineConfig;

but I would prefer to control the logging using the logging.properties file,
