OK, it has been asked why before , so I am asking why it still works such goofy way?

For example this lock defeats the "automatic usage of selected workspace" option.

Doesn't anybody manages Eclipse overall behaviour or the " lock the workspace " department does not talk to "automatically select workspace" department?

Actually - could this be FINALLY fixed?

I have many IDEs for that automatically use a selected workspace (each one with a different workspace of course) and I never have problems with locks. Of course two IDEs can't use the same workspace at the same time. So I'm not sure what goofy problems you have; perhaps it's specific to your OS; I'm on Windows...

OS Ubuntu 16
When you exit the Eclipse and than reload / access it again without rebooting , the previous workspace is locked / unavailable.

Why would that be OS depended in first place? Just asking.

Exit it how? Which version of Eclipse are you using? What exact error message are you seeing?

I have just used Eclipse Oxygen on KUbuntu 16.04LTS, and it starts up and exits perfectly normally. I get lock messages only when I try to start up a second copy of Eclipse by mistake.

OK, one more time.
In File use Exit - last entry . ( I have no copy of Eclispe running to verify exact verbage).
Than you get dialog about shutting down workspace....
Load / activate or whatever term you are comfortable with - start Eclipse again WITHOUT rebooting the system.
Than the workplace you used before is inaccessible, in use etc.
Pretty much same effect when you start another copy of Eclipse by mistake.
It has been pointed out bu others why user cannot have multiple copies of Eclipse running IN SAME workspace.
This is a bug - will someone please at least fess-up to it?
Rebooting is NOT an option.

I did it on my installation four times, opening projects, closing them, editing and building them, closing Eclipse from both menu and window close button (X). No problems whatsoever.

There must be something fishy in your installation. A couple of questions:
How did you install Eclipse and into which directory?
What is the Java runtime you are using?
How much memory does your installation have?
Where is your workspace?

Here is some information of my working installation:
OS: Kubuntu 16.04 LTS, kernel 4.4.0-87
Java: OpenJDK 1.8.0_131-8u131-b11-2ubuntu1.16.04.2-b11
Eclipse installer in ~/eclipse-installer, version 1.7.0 Build 3098
Eclipse Oxygen 4.7.0 Build 20170620-1800 in ~/eclipse/cpp-latest/eclipse
