Is there a project that would let you search all websites listed in Install New Software for a library based on input like, "org.eclipse.commons", with a result of the .jar or matching plugin list to download?

That would be a great tool.

There's https://wiki.eclipse.org/Eclipse_Oomph_Authoring#How_to_find_a_P2_repository_at_Eclipse_using_the_Repository_Explorer but that's only for searching the index of all Eclipse-hosted update sites (which is still pretty useful, given the lack of documentation about update sites).
