I'm coming from Eclipse version Mars. Our existing project has a .target file that by now was edited/used from the target editor.

In Oxygen (4.7), I fail to find it. A quick web search seems to give now options for that editor in Oxygen, so it should still be there. In Mars, File > New > Other > search string "target" gives "Target Definition" as available option. Oxygen does not.

Which package did you install? Not all packages include the full PDE features. Does your installation include org.eclipse.pde.ui (in Help -> About Eclipse -> Installation Details -> Plug-ins)?

Build id: 20170620-1800

I'm not sure what you mean with "package". I used an installer eclipse-inst-win64.exe, downloaded on 30.06 from the Eclipse web site. I guess, I got it from https://www.eclipse.org/home/index.php > Download

org.eclipse.pde.ui is not included, just pde.core and pde.build

Using the installer you must have chosen a package on the first page. Not all choices on the first page contain the PDE. I believe neither the Java package nor the Java EE package contain the full set of PDE features. Use File -> Install New Software, enter or chose the URL for http://download.eclipse.org/releases/oxygen and then search for Plug-in in the text search field to choose "Eclipse plug-in development environment" as the feature you want to install.
