I am having some issues that so far have appeared twice, and both times with the update site here:

http://download.eclipse.org/egit/updates/

I have a .target file that references jgit, but the last two times I went to set up the environment on a new machine, something like this happened:

"Unable to locate installable unit org.eclipse.jgit.feature.group 4.7.1.201706071930-r"

Deleting and re-adding the repo worked, albeit now using the latest JGit feature 4.8.0.201706111038-r.

Now, my first thought was the .target file being derpy (since I've had random odd issues like this in the past) but it seems to always happen with JGit and not the others, and the update site looks like it no longer contains the old version anymore.

Is there a way to reference JGit from a .target file in a way that will remain consistent for longer than whenever the next release of JGit is?

http://download.eclipse.org/egit/updates/ has always the latest release

If you want a stable reference use the corresponding p2 repository URL given here
https://wiki.eclipse.org/EGit/FAQ#Where_can_I_find_older_releases_of_EGit.3F
for 4.7.1 use
http://download.eclipse.org/egit/updates-4.7.1
