I am trying to figure out why I cannot install various plugins. The error that typically appears indicates that resources cannot be found at the specified update site.

I have gone into the preferences to see what is set up for networking and proxy settings. Please see the attached screen shot for what I currently have set up.

The interesting thing I notice is that informational messages appear in the error log that may be related. The screen shot should show this as well.

I'm wondering if I have the correct settings for the networking/proxies. I've been in contact with one provider and the problem appears to be on my end, but I don't know what is wrong.

Errors related to network proxy settings will generally manifest themselves as a failure to load the update site(s). Do you get as far as being able to choose what you want to install, with failures later, or you don't even get that far? Another things I've seen at some customer sites is that their firewall proxy scans jar files and end up causing timeout failures because they delay the processing too long...

Attached are a couple screen shots of my attempts to install two separate plugins. One was via Help -> Eclipse Marketplace, the other through Help -> Install New Software.

I see. Yes, both those sites work for me, so it does seem like some type of local network problem. Certainly http://www.actifsource.com/updates/compositeContent.xml exists. Can you access that in your external browser? It is even accessible in Eclipse's embedded browser for me. Does that also not work for you?

Yes, I can definitely access the XML file in a browser.

The organizational intranet firewall blocks it if I try to open it. I can access the file without problem when I use the "regular" browser.

So that does suggest that your proxy settings need to change (until you can successfully load http://www.actifsource.com/updates/compositeContent.xml in Eclipse's Web Browser, but I really have no idea how they should look for your specific organizational intranet firewall. :-( Maybe your external browser's Connection Settings provide a clue...
