It looks like Memory Analyzer 1.7.0 includes Eclipse Oxygen update site by mistake (see http://dev.eclipse.org/mhonarc/lists/mat-dev/msg00502.html )

Is my analysis right?

Yes, I was considering the case where MAT is installed into Eclipse Oxygen, but that could cause problems for stand alone MAT which is based on Mars.

When I tested it stand alone there wasn't yet an update site there so I didn't see the problem.

Clearly, disabling that update site is the thing to do.
