What is the recommended manner to acquire a URI to the parent resource of a given resource URI? Is it an OSLC query? If so, please provide a sample URI.

Parent/child relationships are not specifically defined in OSLC Core, and may or may not be defined in OSLC domain specifications. So if the parent or child property is not defined, or is not provided as an extension by a specific tool, then parent/child relationships cannot be assumed and would not be available. There may be other relationships that could be exploited.
