I am not able to install new software in Kepler

Error log while installing Subversive plugin:-

An error occurred while collecting items to be installed
session context was:(profile=epp.package.jee, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
Multiple problems occurred while downloading.
Failed to transfer artifact packed: osgi.bundle,javaewah,1.1.6.v20160919-1400.

Workaround already done are:
1) Run Eclipse as Administrator
2) Unchecked 'Contact all update sites during install to find required software'
3) Removed Eclipse folder's read only property
4) Attempted to install software after downloading it locally.

None of the above methods worked.
Please help me.
