What's in the Log? (The Show Log link on the red error area.) Do you have write access to D:\Programme? Was the installer able to create D:\Programme\Eclipse?

Does the file C:\Users\Pascal\.p2\pool\plugins\org.eclipse.oomph.setup.ui.questionnaire_1.7.0.v20170104-1401.jar exist? Perhaps this was caused by a network problem. On Tuesdays the Eclipse download server tends to be overloaded.

Do you have the same problem if you try again today?

Have you tried a path without a space in the name? And do you have full ownership of the drive including newly created directories? IIRC it's not always the same thing.

Note that I asked "Does the file C:\Users\Pascal\.p2\pool\plugins\org.eclipse.oomph.setup.ui.questionnaire_1.7.0.v20170104-1401.jar exist? " I also asked "Was the installer able to create D:\Programme\Eclipse? " I.e., I'm curious how much of the target structure it was able to create. So showing what's in the file system at the target location would be helpful. If you don't answer all the questions that I ask for clarification, it gets very difficult to help.

It looks like you're using a somewhat older version of the installer that didn't not check the write permissions of the target folder, so I still suspect it's a write permissions problem. That's why it's important to know if anything was created at your target location.
