Hi,
A vertical platform is dedicated to a specific application domain (smart home, agriculture, factory...), while a horizontal platform is designed to provide functionalities independent from the application domain. In the case of OM2M, registering a new device, creating content instances or managing access policies are functionalities common to any IoT application regardless of the specific application domain, making it a horizontal platform. Does that answer your question ?
