xdebug2.5 not working [message #1749219]

Windows 7
php 7.1
xdebug 2.5.0 rc1
apache 2.4.23

I have just upgraded to php 7.1 and the new xdebug dll. Everything runs just fine, but it will not debug. It was working for php 7 but not the new one.

The error message is
Launching: Waiting for XDebug session... 48%

The progress never increases beyond that, and the break points do not break the run.
Anyone got any ideas?
