When the installer logs what's shown on the bottom, what is actually being installed that makes a restart necessary? To me it looks like nothing is installed so why need a restart? If I compare the last two entries in the Installation history, it says "There are no differences between the selected inputs"

Normally it would say if there is nothing to install and then not need a restart, so presumably it did commit some change to the profile. But again, unless I have steps to reproduce such a problem, it's hard to say what's going one.
