Okay so I downloaded eclipse and I try to run the installation file but it keeps redirecting me to download the latest version of Java. That would be great and all, however I have the latest version of Java installed. To check my sanity, I downloaded the latest version anyway, installed it, and then verified it on Javas website.

What can I do to make it so it stops telling me to download Java?

Are you on a Mac? Perhaps it's just like this post. Perhaps there should be a forum sticky note about Mac installation...

Where exactly is Java installed? Which version and which bitness of Java is installed? Which bitness of the installer did you download? When you open a command prompt and run "java -version", what does that print out?

I'm having the same problem with a vanilla windows 10 install. The installer is aborting and telling me to update java but java version appears current:

Microsoft Windows [Version 10.0.14393]
(c) 2016 Microsoft Corporation. All rights reserved.

C:\Users\user>java -version
java version "1.8.0_66"
Java(TM) SE Runtime Environment (build 1.8.0_66-b18)
Java HotSpot(TM) Client VM (build 25.66-b18, mixed mode)

It's possible that you're on 64-bit Windows with a 64-bit Installer but have a 32-bit Java installed. It's at the least out of date; try updating it.
