TL;DR:
Currently, there is not any release file called "OM2M-libs.rar".

If you want to directly use the OM2M system, you can easily download the runnable release here:
https://wiki.eclipse.org/OM2M/Download

Otherwise, if you would like to develop your own plugin for OM2M or modified the source code, you can simply follow here
https://wiki.eclipse.org/OM2M/one/Clone
