mosquitto service status misleading though the service is started [message #1740839]

After installing mosquitto on ubuntu successfully, tried to verify the mosquitto service status. is this expected behavior? How do i stop the mosquitto service? Please help

ubuntu@ip-172-31-12-110:~$ sudo service mosquitto start
mosquitto start/running, process 3617
ubuntu@ip-172-31-12-110:~$ sudo service mosquitto start

ubuntu@ip-172-31-12-110:~$ sudo service mosquitto stop

mosquitto stop/waiting
