Possible to insert a view within another view?

Is it possible to place two views inside each other like this?

Is it feasible assuming that I can alter the code of the view shown within?
Ideally, the user should be able to drag around the view within the other view's bounds, but it could also be fixed.

Is that somehow possible? Which class is responsible for drawing the views' title bars?
